open hotspots showing as closed

I have submitted a few wifi points. Most as you would expect are closed and some should be but are not. There are however some that are obviously meant to be open hotspots either run by companies or organisations, they show as open when I pass them but after they are uploaded they show on the wigle map as closed. Why is this?

well, if you have actual concrete examples, that would help a ton.
but in general, the "open" or closedness of a given beacon is a very transient thing, and new observations trump old ones
