It could be the cartographer's "watermark". In order for a cartographer to prove un-authorized copying and use of their maps, they'll put in roads that don't exist or make a name for their driveway, etc.

This way they can prove in a court if someone copied their map without permission.

You can give my program a try. If the apdata section of the file is hosed then it will require manual hex editing otherwise my program may help. Wigle doesn't need the apdata sections of each log so you could use the option in my program to clear all the apdata sections. Icons Explained Kismet to NS...
