Maybe phone models, but not necessarily OS versions. Just remember to disable throttling on 10 and up.

That information is just based on the address OUI; it's not logged or included with the API. Correlate with a contemporaneous file from the IEEE to determine the manufacturer.

that is a really large number of satellites - if that fix is no good, I don't know what will be. Also worth noting that your old phone probably didn't support all those GNSS constellations. If there's a way to turn off various satellite constellations on your device, you might see if one is the sour...

You can use the Basic Search tool on the site to see where this particular cell network is - it has pretty broad reach, but there are lots of reasons cell signal can degrade. It's almost certainly nothing your neighbors are doing (unless the neighbors are a television broadcast facility).
