Google has kneecapped WiFi scanning in Pie and has indicated they're going to eliminate it entirely, see this issue and star to tell them it's a problem.

the looks to me like you're getting GPS locations associated correctly - what are you seeing that concerns you?

we're working on it!

we'll probably still find centroids for BT signals, but we'll also increase focus on the gold- and silver-lining concave hulls you can see when you select a network in basic search, or on the static google maps in networks search detail.

weirdly enough, the BBerry android devices were the source of so many bug reports that i picked up a refurbed Priv for development purposes; I've grown quite fond of it as a stumbling device, and I think you'll find that it works quite reliably!
