The app asks the OS framework for currently connected cell tower, it's up to the underlying OS to decide whether to return results or not, so it will vary by device/manufacturer/version.

When you first load the view it shows what was cached during the last request, it then makes a new request in the background and updates the view. If that background request failed you wouldn't see the new number. You can go to a different view and come back to it, and make sure you are on a working...

The file will have everything since the last upload, which may include several "runs" of the wigle wifi client.

It's an eventually-consistent pipeline, personal stats are updated at a later stage so they won't necessarily be updated the moment a file finishes its processing.

It should, if there are observations from all sides. If all observations are on the north side of a device, it will always appear to be north of its actual location.

Using cookie auth you can hit the api the website uses, just watch the requests the browser is ajaxing. We don't have basic auth tokens rolled out for self-service yet, if you are interested you can send a note to wigle-admin[at]wigle.net and we can create one manually.

Sounds like second phone doesn't have access to the virtual sdcard, it will need approval, you can dig into the settings in the android applications menu to give it. Without that approval it can only write to the per-app storage that's not accessible from outside the app.

1) The csv/kml outputs are all the observations seen. If you want to filter for best signal you'd have to process the files to only grab one per network. You could also grab the 'network' table from the sqlite database on the device on the physical or virtual sdcard in the wiglewifi/wiglewifi.sqlite...
