clicking on the map to find the nearest AP is a search - so you've done more than 20.
You also registered a second account which resulted in both limits being permanently reduced.

I think we've got a line on this one - it's fixed in github, but not in a released yet - watch for 2.85 for a fix!

and

anything else gets interpreted literally.

We've un-flagged your account several times, only to have the system re-flag it. As you know, we're very careful about user privacy, so diagnosing this is complicated.
