Which city has more points on the map according to wigle, New York City or Chicago??

You can loosely find out for yourself, Download JiGLE, grab the Map Packs for Manhatten County, NY and whatever county Chicago is in then toggle back and forth updating them until no more points are added. the most points you can add in an update session is 64K but you can keep getting updates of that size untill you have pulled them all down. I've noticed that you need to swap counties to force a refresh though so that is why you have to alternate counties in the mappack list. I guess you could switch between vector and raster but I've not tried that.

Chicago is in Cook Co, IL
you can also trigger the refresh by switching to the "choose mappack" option.

the JiGLE re-working that i'm working on will have better options along
that path, with any luck.
