Would it be possible to let the user define the map sources and perhaps set a pre-fetch?
There are other sources of map tiles similar enough to OSM that it may not be difficult to incorporate the feature into the WIGLE Android app.

(That also may help lower the demand on OSM's servers.)

I'm getting some really old map tiles when using both Android app and Webmap with OpenStreetMaps

Only 1/5 of my city has any map in this old map snapshot.

Any chances to update the tiles with OpenStreetMap? (Open Street Maps already has full map on my location)

I Disabled "Use Wigle OSM Tiles" and a updated version of Google maps appeared.
YAY!
