Upload dialog is not modal, can tap past it

Running a Samsung Galaxy Core Prime with Android 5.1.1.
When I tap Upload to Wigle.net and confirm the upload, the upload file starts generating and the "Working..." dialog pops up.
The dialog is not modal, so I can (usually accidentally) tap elsewhere on the screen and lose the upload progress.
It's not always clear where I was in the process, so I just tap Upload again and wait for the Working dialog to go away. Generally no harm, no foul.
That said, it'd be less confusing if the "Working..." dialog was modal so it held focus and I couldn't tap past it.
