Added gzip module

I finally got around to adding the gzip module, so those with browsers that support it (definately mozilla, probably all modern browsers) will get the mod_perl pages (all of wigle.net) gzip'd, so maybe it'll be a little zippier. Now we need to make the JiGLE client be able to accept gzip'd queries...

I figured out how to make JiGLE access with gzip encoding, that functionality is in version 0.6.0.
