How would I download map packs and add them to a database so that I can find where I am from the WIFI APs I can see with my own application, I can't figure out the format the map packs use and this poses the problem here, any help would be appreciated, thanks.

well, your first problem would be that wigle isn't a geolocation tool; it dosen't do what you're looking for.

the second problem is that the mappacks contain cartographic data, not location data. the location data comes from this website, and is accessed via one of the clients you can get from the Download link at the top of the page.
...and they still won't do what you're asking about. :-\
