Looks like Android Q Beta 5 has an option to disable the throttling.

The new setting works great.

what settings should Android Q Beta 5 people use to emulate the scanning interval that occurred previously?

Right now I have standing still set at 10 seconds, < 5 MPH at 5 seconds, and > 5MPH at 3 seconds.

Well, the defaults are stored here... those are the three default scan intervals - but the real task it to figure out what works for your hardware.

Personally my "look after battery on my day-to-day phone" goes 2s/1.5s/.75s
When I'm using a phone just for scanning (especially one without a SIM) I lower those intervals!

oh, those times are in milliseconds, I guess that's not super clear from context. note that Android Pie forces everything to 30000, so we don't jam past against the 4 scans / 2 minutes throttle.
