2.64 lost "Phone" permission on last android 12 update, no cell towers tracked anymore

Hello,
i noticed that over the last weeks i did not track any celltowers, by looking into the app permissions it seems that the "Phone" Permission got removed from the WiGLE App.
I manually added it back and the celltowers where tracked again.

Can the app itself check if the permission is given? Currently it silently stops tracking of cell towers...

Devices ive seen it happen:
Samsung S20 running Ansdroid 12 with One Ui 4.1 (mostly happened during the 4.1 upgrade)
Samsung S7 LineageOS 19, Android 12L (mostly happened during the 12L upgrade from 12)

This permissions are now active:

(The Phone permission i added manually)

that's weird - usually android only revokes permission from "seldom used" apps, or during an OS upgrade.
we'll look into "phone" permission and see if that's a recent change.
