Looks like it's broken. It says:
$ ./run.bat -proxy localhost 3128
JiGLE 0.5.3, copyright rksh and bobzilla, 2001
Asking WiGLE.net for data...
Error reading from source
couldn't close source
null results from WiGLE server
Building JiGLE...
server dataset not initialised

Which actually looks like two things wrong, but it's probably because of the proxy stuff not working.

I found the bug with the proxying, when I cleaned up the code for contacting colorWiGLE I managed to put the proxy goo in the wrong place. Next version should have it fixed, I'll try to get one pushed out soon.
