Any tool for triangulation offline?

I live in Europe. Have tried Diggler but have realized that there are no mappacks worldwide.
I have tried also Netstumbler. I would like to can do triangulation calculation from diferent scan data, without have to load it to the web. Is there any tool that allow it? I just can get kml files from ns1, to see it on google earth. But diferent scan give diferent position.
I want to can make triangulation from diferent takes and would be nice to can make a coverage map. Any suggestion for XP?
