I was amused by the reporting that the person driving wasn't caught working in his car and therefore the police was wondering whether any law was broken, for example by having unsecured cargo. Looking at the picture closely shows that care was taken to fasten everything.

That's the "porcupine", known in ham circles. Looks like the car gained a few dents since earlier pictures I saw.
