Why some wifi are in the middle of the water ??

If you llok at the maps, we can see WIFI in the ocean and in the middle of the Ontario Lake Why??
bad gps is bad.
bad stumbling clients are bad.
and every so often: bad wigle is bad.
and some of the time that data is from airplanes/boats/hovercrafts-full-of-eels (which have wifi. the vehicles, not the eels)
