I would expect that the Wigle app could be modified to provide an alert when a specific ID is found but the problem is that Wigle can then be used for hunting.

Yes, you can use an old phone with a SIM card but you don't need a phone number/account, all you need is a functioning GPS on the phone and then you can upload via WiFi when you get home.

Cell phone coverage maps?

Maps not loading today

Looks like a little hiccup with maps today - the page says that it can't load Google Maps. I've attached a screen capture running Firefox on Windows 7, it was working yesterday.
