the estimates get better as more observations arrive - the more measurements you take from more locations, the closer the estimated location should become!

That was certainly an issue with 2.31 - I had done a bad job of integrating the scanning threads in the first release.
Have you observed this with 2.36/2.37?

we're rolling out some fixes at part of 2.37, and have a few more enqueued for 2.38. Watch this space, and please let us know if you're continuing to have problems.

the new-cells subsuming the BT networks will get fixed when we roll out the partition between the upload data on the server side - that will fix itself as we implement. (so no immediate fix pending)
